I'm probably not going to port this to OG, since I don't want to have to account for having Peril on Gorgon installed affecting the Perk Tree file (even if it doesn't, I don't really play OG anymore).

Dump the contents of the archive into your The Outer Worlds SCE installation folder.

e.g. If you have the game installed on Steam:

If you did this correctly, you should have the following folder structure:

My quest to nerf the early game continues!

In the vanilla game, you are not really punished for dumping Strength all that much.

Sure, your melee skills and damage are diminished somewhat, but the decreased carrying capacity can be circumvented almost immediately in the early game, by taking the Pack Mule or Traveler (is this how it's actually spelled? I keep getting auto-correct suggestions to Traveller) perks, or taking them both early on by gaming the mechanics to acquire a flaw.

I swapped Pack Mule for The Collector perk, as The Collector is kind of a nothingburger perk; it's not really worth 5 points of investment to increase the range in which the interactible/loot highlighting shader kicks in.

Traveler (auto-correct be damned) has been swapped for Last Stand, because I think that would be an interesting build to start early on, a sort of high-risk-high-reward build that reminds me of wearing the Red Tearstone Ring from Dark Souls, or "blood mage" builds that you get in the Dragon Age or Pillars of Eternity franchises. You would probably have to dump Temperament to prevent passive health regeneration to make full use of this, but I think it could be cool.

Also, Traveler has an almost identical function as the Pack Rat perk from Fallout: New Vegas, yet the skill requirements for that perk were quite high in New Vegas; being able to take that early on would have made inventory/loot management in the early or mid game in New Vegas radically easier/less interesting. I wanted to try and give the same feeling here in The Outer Worlds by having a useful perk like this require high point investment.

I debated swapping Tit For Tat instead of Last Stand, but that would ultimately mitigate melee damage being done in the early game from Marauders or Primals, and I don't think making those encounters easier is interesting to me.

If you disagree, make your own changes, open permissions and all.

Update 1. 1. 0: Additionally, the 3 Pack Mule perks have had their effects/benefits halved. This should make late and mid-game inventory management maintain some friction.
