Half maintenance | planetary buildings

This mod is no longer supported. This mod changes the monthly cost for: Research labs Mining facilities Agricultural buildings The maintenance for said buildings is half of the normal amount. (This mod overrides the 00_buildings.txt, that means that any other mod that changes this file will start a conflict) For 2. 0. (Feel free to use it and comment if you find anything missing or not working.
