Since LeGustaVinho's fix does not work with version 4.1+ and news from him is nowhere to be seen, I had to take a hand at the comments from the old fix to fix the old fix. Also allow Gestalts, psionic machines, and Shroud-Forged machines to use Psionic Powers and Psi-Corps. (The code may be terrible, but as long as it works, it's fine.) Also adds a deleted mechanic for psi-corps which generates psi-energy and increases energy limit, it goes with upgradeable psi-corps.
