More Psionic Aura Effectiveness

I've always loved the mechanics of stacking psionic aura effectiveness with specific civics like Psionic Imperial and Psionic Machine Intelligence, but found it frustrating that other empires had limited options to enhance their psionic aura. This mod aims to give all psionically ascended empires the ability to infinitely scale their psionic aura effectiveness. 2025/10/10 Update: It occurred to me that even with high aura effectiveness, the short propagation range prevents neighboring empires from fully experiencing the aura's debuffs - which isn't ideal for dominating the AI. So I've added an upgraded building that allows stacking aura propagation range. The values are conservative, designed to help you affect adjacent AI empires, unless you're using other mods that provide infinite psionic jobs.
