Stellar Vampire Civic

Simple mod that adds a civic that can only be chosen with the necrophage origin. It was designed to be used with Undying or the Stellar Legions vampires, but does not require those. If the civic is chosen, you will start the game with the undead trait, making normal pop growth impossible, but with immortality and a huge bonus to habitability. You will also start with the vampire throne room building and ancient library which provide leadership and research bonuses. You will also start the game with the option to recruit a unique powerful vampire paragon with a unique portrait. This mod is not at all balanced and was mostly an experiment with creating a custom paragon and to make my empire feel more specifically vampire.
