Jury-Rigged Megastructures

A butchered and updated version of Nuranon's Jury-rigged Megastructures. I didn’t know how events worked so I sort of took them out. Make sure to use this with a UI mod that increases the megastructure window size for multiple buttons. I also got the Jury-rigged Matter Decompressor to work since he left it unfinished in the original mod. I changed most of the jury-rigged megastructures outputs so they matched up with the goal of 10% of the full output. The Interstellar Assembly gives a singular envoy an office as a 4% (10% of the original 40%) diplo increase is not worth it in my opinion. The mega shipyard as well has a boost to 20% ship build speed, the full 100 xp bonus to building ships, and 4 docks.
