More Corporate Authorities for 3.x

This mod now requires Scripted Triggers Undercoat The AI personalities that used to be part of this mod are now in Diagrapher's AI Personalities Due to my dislike of the advanced authorities in Machine Age, integration of this mod with that feature is functional but very basic. Adds two new Corporate-like authorities: Private is to Corporate as Imperial is to Oligarchic. Like Imperial governments, they can have any non-egalitarian ethics. Cooperative is to Corporate as Democratic is to Oligarchic. In contrast to democratic governments, they must be some degree of egalitarian. Only employed pops can vote. Both authorities use corporate civics, can build branch offices, and so on.
