Faster Resolution Votes [2.8.0]

CAUTION: If using an existing save, then wait until the Galactic Community Senate is in recess. Activating this mod while the Senate is in session can cause issues and break things. This mod speeds up the process of voting for resolutions in the Galactic Community by changing the length of time the Senate is in session to 2 years (down from 5 years) and allowing nations to change their vote every 30 days (down from 120 days). The length of time in recess remains unchanged at 2 years.
