Greater than Ourselves unlocked (Automatic Pop Resettlement)

Unlocks the Greater than Ourselves edict from the Federations DLC for general use. Any empire regardless of ethics, civics, Galactic Community membership and status of resolutions can use the edict for automatic resettlement of pops. The underlying events that handle the actual resettlement have not been altered, only the edict itself has it's restrictions lifted. This means that it should be compatible with most mods that don't alter the edict itself.
