I don't know why but the game didn't allow me to use the mission board in the Creation Club content "Trackers Alliance" and thus couldn't proceed the quest.
I started up Creation Kit and discovered that the board was set so that you couldn't activate it, thus blocking the retrieval of the missions.
I don't know if this was caused by another mod or that was some sort of bug. I assume the quest was supposed remove the tag and make the board accessible again. But it didn't. So I just removed the tag all together making it retrievable right from the start.
Also make sure to first look at a part of the board, not straight up the posters. It's a bit weird but otherwise the posters still won't be opening the UI for retrieval.
