Simple EM Buffs - Stungun Galore

EM weapons are a laughing stock. But I am here to fix them (sort of)!

This mod buffs EM weapons, effects and the Incapacitation perk significantly to increase their usability and actually make playing/going for a non-lethal build fun. Or, at least less frustrating.

Changes are the following:

EM magazine mods have been buffed across the board by tripling their EM base dmg. This now makes normal weapons that have been converted to EM damage via weapon mods more viable.

The Novablast had it's base EM damage increased by 50% to 150, its minimum damage per shot (non-charged) increased from 25% to 35% and it's charge up time reduced from 1. 5 seconds to 1. 25 seconds. While this means it will still not be able to compete with rapid fire weapons, it is now a more usable weapon for a burst fire approach.

The Incapacitation skill perks had their first three ranks buffed from 5%/10%/15% to 25%/50%/75%. The final rank has been buffed from 75% damage and 15% for 300% damage to 150% damage and 15% for 400% damage.

All in all these changes should significantly help reduce frustration with using EM weapons/effects. This was mostly made with higher difficulty settings in mind, where enemies turn into insane EM sponges (even more than normal combat).
