Back in Fallout 4, mod authors had to dump crafting recipes in the chem workbench because it was the only workbench set to actually create items. Though there are some mods like SimpleCraft (mine) that adds an option to craft from the weapon and armor workbench.
In Starfield, we at least have the Industrial Workbench to allow us as the non-alchemy crafting dump, but the name just doesn't sit right with me to be the nexus of making items from. Change it to Manufacturing Workbench so it's more agnostic of what type of items you can create from it. :)
The optional file includes an edit to the interface/translate_en.txt file and a plugin that edits that changes the tutorial message box for the Industrial Workbench to reflect the name change.
