New Legendary Effect - Rapid Reload

Dear those seeking new legendary effects:

I am making a new mod that contains a collection of brand new legendary effects! This mod is working just fine and you can install it if you want, and it will be included in the new collection. So stay tuned on the new mod feed and/or my page for the collection to release! There's 6 brand new effects finished and working (some with custom scripting), and 4 more on the way.

Adds a 

 legendary effect to the game

Rapid Reload - It increases the reload speed of any weapon that has the effect by +10%, +15%, +20%, +25%, +30%, +40%, +60%, +50%, +70%, +75%, orr... +100%!

Yes, this stacks with the ballistics weapons perk Rapid Reloading. This mod is meant to affect all weapons, which is why it was made.

* The main version uses the second legendary slot, but there is an optional version that uses the third slot if you prefer that instead

The effect is added to the leveled list of effects that will apply to legendary weapons when they're spawned, so you should find them out in the wild. It also uses the second legendary effect slot, so epic weapons (the purple ones) can spawn with this effect!

As of right now, you can't use the workbench and a mod that lets you add legendary effects to add it onto your weapons. I'm reaching out to the creators of the various mods to see if I can get optional workbench support added, so stay tuned for updates :D

Uses the FOMOD installer for configurability, so feel free to switch between options

Obtaining using console commands:

  []Drop the weapon you want to apply the effect to on the ground

  []Get as far away from the weapon as you can, it will explode in 30 seconds.

  []Open up the console by hitting the tilde key (~)

  []Type/copy this into the console and hit enter:

  help "Rapid Reload"[]Look for the text that says something like:

  OMOD: (xxxxxxxxx) 'Rapid Reload'[]It should look like this image below:

  []Make note of the numbers/letters (the ID) after the "OMOD" label. Copy them somewhere, write them down, study them, send it to a friend and tell them to ignore it, whatever helps you remember. They're important.

  []After you have the ID of the Rapid Reload mod, make sure your console is open and select your weapon you dropped on the
