seperated bounty increase options, now only requires functional brigs. still choose only 1
added a patch that changes the surgical beds in the habz infirmaries to the usable outpost version allowing them to work with functional infirmaries. however fi isnt a hard requirement so it can be used just to be able to use them as beds as well.
