You should know by now how to get Mods to work but if not:
add these Lines to your StarfieldCustom.ini file or create the File
bInvalidateOlderFiles=1
sResourceDataDirsFinal=
copy the Data Folder manually into your Starfield Folder (where Starfield.exe is)
if that does not work use the mentioned mod/methode below

Baka Disable My Games Folder (link)
to force the game to load mods
from you Starfield game Folder instead of your Documents Folder
if you still have problems to get it to work try add
bEnableMessageOfTheDay=0
in your StarfieldCustom.ini as well
and prob delete the data folder in your documents (make a backup of it just to be save)
(only works for steam, if you are a gamepass user or dont care if your documents folder is the path for mods
