Officers unlimited

A series of changes that should make primarily officer and small ship builds better. Similar in concept to Merchant marine; Fly casual and Merchant marine; Smaller Crews this mod alters many of the same things however leaves jobs and most of the base game untouched. Do not attempt to use that and this mod as i highly doubt they would play nicely together. However the other Merchant marine mods should be compatable. the things altered are listed below. Roughly tripled officer beds per component quadrupled prisoner and passenger capacity of all components buffed autocannons vs small craft Doubled base and module fuel/Cargo capacity Weapon lockers and more medical modules offer an officer bed. Some buffs to overal ship survivabiltiy Scaling buff to speed and agility of all ships 2x for the smallest down to almost none for the largest. Removed the cooldown of the talents that reduce the cost of module upgrades and captureing ships.
