It's like having your arm cut off and someone puts a band-aid on it - let me present the smallest available mesh fix for Windhelm.
There are two meshes in Windhelm interiors that have interlocking and asymmetric faces. You probably never noticed them because most of them are hidden by either ceilings that clip into them or conveniently placed banners that hide them. Also the bugs are quite small to notice in a town as bustling and vibrant as Windhelm. There was also a mesh with a drop of vertex color spilled on its backside, it's probably never shown in-game but cleaned it anyway in case it shows up anywhere.
I was bothered about them and decided to distract myself from my tree mod and take 10 minutes to fix and release this. I spent more time on this description than fixing.

Installation and compatibility:
Install with your favorite mod manager which is MO2, shouldn't conflict with anything as I'm not aware of any other mod that edits these meshes, apart from Skurkbro's Retexture Project that adds parallax to them, download the parallax version of this mod if you use it. Install or uninstall mid-game, end-game, before, after or during a save it doesn't matter one bit.
