Description
Makes Thalmor don't report crimes in holds currently controlled by Stormcloaks. Because Thalmor and guards of those holds are enemies both by logic and in fact, it doesn't make any sense for Thalmor to report crimes to guards and the guards to listen to them while they try to kill each other. It also makes Thalmor don't report crimes in Whiterun before Balgruuf sides with the Empire.
This is an alternative to Thalmor Do Not Report Crimes, which makes Thalmor don't report crimes in any hold.
