The same words as are used as Unrelenting Force, but Unrelenting Force itself is not touched.
Fus: blows away an NPC's boots, gloves and helmet.
Fus Ro: blows away an NPC's boots, gloves, helmet and cuirass.
Fus Ro Dah: blows away an NPC's boots, gloves, helmet and cuirass as well as the NPC themself. (with less force than regular Unrelenting Force though.)
Fus Ro Dah (Alternate version): blows away an NPC's boots, gloves, helmet, cuirass and whatever is in their hands.
To get the shout, type startquest srfquest in the console or use something like Skyrim Cheat Engine
