These are simply torches that identify as lanterns
Collect those clutter lantern chassis that are scattered though out Skyrim. Hammer on them at the forge to create a working SMIM lantern.
I've been fooling around w/ these for a long time and I can't figure out why when sometimes dropped on the ground I have to pick them up and drop them again in order to be lit. So, this is also an appeal for help from someone more knowledgeable to fill me in that I may have them lit every drop.
