A: No. They did not have open permissions, and this only replaces a few statics. If those mod authors want to make a patch, or you want to do a private one for yourself, knock yourself out.
Q: Why are they not painted?
A: Because petroglyphs are carved into stone.
Q: I'm not seeing them in game.
A: I made the chance of seeing them fairly low on purpose, but you can always increase or decrease the chance of seeing them in the _SWAP.ini file.
