The vanilla MQ104PlayerScript performs several checks to advance quest stages for the Dragon Rising quest. One of these checks is entirely nonsensical: after giving the Dragonstone to Farengar, if the player goes outside Whiterun, the first stage of Dragon Rising ("talk to Jarl Balgruuf") is auto-completed by the game. This script fix corrects this silly error by silly Bethesda and makes it so the player can safely adventure outside Whiterun without having the game autocomplete a quest stage, because that's just silly.
