How to Start
The quest starts automatically after Dragon Rising upon loading into the game or changing location.

Miraak Mask Replacers: This mod uses a custom Miraak NPC whose face is not meant to be visible.
Mods that alter Miraak's mask item itself (like turning it into a circlet) will expose the default face underneath, which can look immersion-breaking.
Recommended: complete this quest before installing/enabling such mods.
Lady Miraak / Queen Miraak (compatible, patch required: Female Miraak Revoiced)
Mods that remove Miraak's Mask from his outfit (like Miraakle or Pure Miraak) are compatible (v 1. 1+ requires SPID).

A: No. The quest can start if Dragon Rising is completed and The Gardener of Men is not completed. However, collectible notes placed in already-visited cells may not always appear correctly due to Skyrim's saved cell data.
