Description:
The quest to fix NPC perma-block began with a lot of research and learning code used in Skyrim. I posted on many nexus pages to help people. This is the culmination of the work. In this version, its far less obvious that an NPC was affected by perma-block. And well, "it just works".
Now fully implemented on SKSE.
