This is a framework mod for Skyrim SE/AE that lets other mods change UI text and in-game strings at runtime.
By itself it does nothing for players -- it's a tool for mod authors.

Skyrim translations are static (specified in files).
Dynamic Translation Framework (DTF) allows other mods to send their custom texts for keys that start with `$` (localization strings), like
$MY_CUSTOM_TITLE
$MY_DYNAMIC_MESSAGE
Result: your mod can generate text/translations on the fly
You have two ways to provide dynamic translations:
1. JSON-based providers
You create (very simple) JSON files in
Data\SKSE\Plugins\DynamicTranslationFramework
Inside the JSON, you write
1) the localization strings you are interested in
2) the name of your SKSE plugin or the EditorID of the form your Papyrus script is attached to -- DTF will call these to obtain your custom translation.
2. Papyrus API
This mod also exposes a (native) Papyrus function so you can provide dynamic translations at runtime whenever you want.
