Most often, what they are trying to pass off as dwarven equipment is nothing more than a fake created by modern blacksmiths from parts of animunculi and melted scrap metal. The real Dwemer artifacts are very rare, under the protection of the Empire. Possession of them is illegal. But, do not worry too much about this. It is unlikely that the local guards know what the "Law" is.
This modification adds several sets of Dwemer armor to the game. Explore the dwarven ruins to get them.
