This ESL file allows you to craft staffs at any forge for mod-installed Staff Enchanters without having to travel to Solstheim to buy unenchanted staffs from Neloth (and you have to go through a long quest before you could buy from him).
Useful if you have mods that do add Staff Enchanters and some Dragonborn content but no way to get unenchanted staffs. With this, all you need are:
