Do I have to start a new game?

When you load in game, you'll have a book called Challenges of Tamriel in your inventory. You can use this book to track your progress.

You can see all of the perks and what they do after you unlock them under "Active Effects" in the magic menu.
What are the perks and what do they do?
Some perks have 2 or 3 levels. At each new level, the last level is completely removed. The levels do not stack.

Animals Killed Animal Control 10% more damage to animals
Creatures Killed Beast Hunter 10% more damage to creatures
Undead Killed Unholy Executioner 10% more damage to undead
Daedra Killed Demon Slayer 10% more damage to daedra
Automatons Killed Demise of the Machines 10% more damage to automatons
Total Enemies Killed Lord Death 3 Levels, 2%, 4% and 8% more damage to everything.
Backstabs Up Close 5% more sneak attack damage
Brawls Won Fists of Steel 2 Levels, 10 and 20 more unarmed damage.
Weapons Made/Improved Weapon Smith 10% better smithed items
Armor Made/Improved Armorer 10% better smithed items
Magic Items Made Enchanter 15% better enchantment
