Baggage - Another CC Backpacks Rebalance

Baggage rebalances the Backpack enchantments to be worth 1/2 a full-power Thaumaturgy slot. The base backpack adds 50 Carry Weight, but costs you 25% Stamina Regen. The specialized backpacks trade 20 Carry Weight for their stat bonuses, since part of the pack is being used for supplies. Bedrolls grant you the basic Rested bonus (non-stacking) as you can sleep on the go, but cost you another 10% Stamina Regen due to the added weight. I've also included Briraka's shader removal (thanks, B).

In addition, I have rebalanced the loot and crafting recipes. Backpacks will be much less common in loot and vendor inventories (they were everywhere before), and only basic backpacks may be found in loot (Leather, Fine, Dark, and Fur). The bedroll and specialist variants must be crafted from the basic four.

All crafting recipes have been rebalanced for consistency. The recipes are now progressive, as you turn basic backpacks into their special variants (i.e. Leather into Adventurer Backpack, Fur into Hunter Backpack, etc.). Recipes are hidden unless you have the requisite backpack needed to upgrade. All recipes are also now fairly literal, meaning you need the items shown on the model to upgrade your backpack (i.e. a stamina potion, steel dagger, and torch are needed for the Adventurer Backpack). Specialized backpacks such as the Adventurer's or Mage's require the Steel Smithing perk.
