Qin All Traits

Make Qin Shi Huang to have All Traits that included in the game. Special Cases: Debuff of Mali production not included. Debuff of Maya housing and yields (when far away from capital) not included. Debuff of Portugal trader not included. The abiltiy that Canada cannot start surprise war not included. Babylon eureka ability and science debuff not included. Debuff of Kongo and Maori that cannot get specific Great Person not included. UD of Maya and Gaul not included due to double UD issue. Not include debuff of Vietnam, add new ability instead that can place districts on forest, jungle or marsh. Not include UD of Vietnam and UB of Babylon due to missing model issue (don't know why missed). Idea refer to All Abilities for Qin, but with a simpler implementation, which supports MOD ability, and is compatible with most MODs. NOTE: traits of enabled MOD Civs will also be added to Qin (Debuff included). If you need to manual exclude more abilities, you can open "Steam\steamapps\workshop\content\289070\2605141926\database.sql" and insert TraitType and ModifierId pair into Table: QinExcludeTraitModifier.
