Spies come in the game with the "Disguise" Promotion. Shipyards yield additional +1 Production and +2 Gold. +33% Production towards Naval Melee in cities with a religion. Cities with a Harbor District, including La Rochelle, can not be put under Siege. Agenda: Red Eminence: Establish a spy network and an effective army as soon as possible.
