Updates the Dynamic Timer to scale correctly for multiplayer play (designed originally for CPL use). Should range from 65 seconds to about 200 seconds in the very late game. Compatible with all DLC and Expansions. Most recent update includes an extension of the time for World Congress voting from 60 seconds to 120 seconds.
