DeveloperMode — unlock SCUM's developer-tier admin commands
A server-side tool for SCUM dedicated servers that unlocks the game's built-in developer-tier admin commands — the ones gated above the normal admin/elevated tiers, which otherwise return "Player must be developer." for everyone on a retail server.
The headline command:
#UpgradeBaseBuildingElementsWithinRadius <radius>upgrades every base-building element within radius (in cm) of you to its max tier — live, no restart, persistent — using SCUM's own native code. No save-file editing, no rebuilding game state.
⚠ Server operators only
This patches your dedicated-server process in memory. Installing it requires file-system access to the server and UE4SS injection — in other words, a server you run or are authorised to administer. It does nothing on a game client and cannot affect a server you don't control. Use it on your own / authorised servers only.
Requirements

Install — Vortex (easiest)
If you use the Vortex mod manager with the SCUM (UE4SS) game extension, this is the simplest path — Vortex sets up UE4SS and enables the mod for you.

Configuration — DeveloperMode.ini
Which executor tiers may run developer commands is set in DeveloperMode.ini (in the mod folder, next to the DLL). One line per tier, ON or OFF:
Regular = OFF
Admin = ON
SuperAdmin = ON
Elevated = ON
Developer = ONDefaults shown: regular players are denied; admin/elevated and above are allowed. Set a tier to OFF to deny it, ON to allow it. The file is read once at server start — edit it, then restart. If the file is missing, these same defaults are used.
How it works
SCUM admin commands each carry a required-privilege tier; the top tier ("developer") is checked against an in-memory developer-ID set that is empty on retail servers, so nobody qualifies and every developer command is refused. A developer command must actually pass two gates — the per-command validator and the dispatcher's authorization check — so DeveloperMode installs a small in-memory hook on each. When a developer-tier command is run, the hooks look up the caller's real executor tier (Admin / SuperAdmin / Elevated / Developer) and allow the command only if that tier is enabled in DeveloperMode.ini.
