This is a simple mod that reduces the size of the laser dot, the developers made it very big in the PC version for playability reasons but I always prefered the small dot like in the PS2 version. I did not see anything out there so I did this for me, I remember the laser tweak for the original re4 it was a great tool, I tried to make it similar in this UHD version.
