The FBI (HRT) was conceived in the late 1970s after FBI Director William H. Webster witnessed a U. S. Army Delta Force demonstration and realized standard law enforcement lacked a dedicated counter-terrorism capability. Final approval for the unit was granted in early 1982, with formal planning beginning that March and initial selection courses held in June 1982. The team underwent rigorous training at Quantico and Fort Bragg, including joint exercises with Delta Force and the Navy SEALs, before completing its final certification exercise, Operation Equus Red, in October 1983. This exercise, which involved assaulting a simulated terrorist stronghold at Kirtland Air Force Base, was deemed a complete success, leading to the HRT becoming fully operational in August 1983 (with final certification in October). The HRT’s first major real-world application was providing security for the 1984 Los Angeles Summer Olympics. Founded by Danny Coulson, the unit was designed to handle extraordinary hostage situations, nuclear or biological threats, and other high-risk scenarios beyond the capacity of local SWAT teams.
