The California Highway Patrol (CHP) was officially established on August 14, 1929, when Governor C. C. Young signed Senate Bill 869 into law.  This legislation created the CHP as a section of the Division of Motor Vehicles within the Department of Public Works, granting it statewide authority to enforce traffic laws on county and state highways.  The California Highway Patrol (CHP) is the largest state police agency in the United States.  As of 2023, it has 5,444 sworn officers (active).

The  (CHP) operates a diverse array of specialized units across its divisions to enforce traffic laws, investigate crimes, and ensure public safety. Key specialized units include the Multidisciplinary Accident Investigation Team (MAIT) for complex crash reconstruction, K-9 units for drug detection, Auto Theft Investigators for dismantling theft rings, and Commercial Vehicle Enforcement units (including Mobile Road Enforcement and Inspection Specialists) for regulating truck traffic. Special Response Teams (SRT) and SWAT teams are maintained for rapid deployment to natural disasters, civil disturbances, and high-risk warrant service. The Air Operations Unit utilizes fixed-wing aircraft and helicopters for search and rescue, traffic enforcement, and emergency transport. Additional specialized assignments include the Capitol Protection Section (which includes a Bicycle Unit), Governor Protection details, and Task Force Officers collaborating on gang and drug interdiction.

The California Highway Patrol (CHP) Investigative Services Unit (ISU) is a specialized division responsible for handling complex criminal investigations that extend beyond routine patrol duties. These investigations often involve organized auto theft, fraud, officer-involved incidents, and major crimes coordinated with state, local, or federal agencies. A critical component of the ISU's operational capability is the Warrant Service Team (WST). The CHP maintains highly trained Warrant Service Teams within each of its divisions. These teams are specifically tasked with serving high-risk felony arrest and search warrants generated from CHP investigations. They also assist local, state, and federal law enforcement agencies in serving similar high-risk warrants.
