Ruleset RefMode UI

Press F7 while spectating to show refmode ui, you need to be a added as a ref in a server that has the Ruleset mod or as an admin. Re-press F7 to hide the UI. If you press ALT while in the UI, you can move your camera around and spectate then you can press ALT again to be able to click on the buttons. Left click to select Penalized (Guy who did the offense). The player will be highlighted in red. Right click to select Victim. The player will be highlighted in blue. Select penalty then click on give penalty button. For linesman calls (Icing, Offsides, High stick, Goalie Interference) Click on it, a popup will show up to select the team that did the call. New behaviour on linesman call, u have a pending call on first left click on team, on 2nd it whistles. on right click it cancels after 1st left click
