(Server) Sprint Acceleration Changes

This is the server-side json config file. Adds some adjustable values that do a full overhaul of the sprint system and adds features for sprint bursts (short bursts of extra speed when using stam below 22kph to help get up to speed faster) while getting up to an adjustable limit (set at 22kph rn) - sprint gives extra acceleration (set at around 25% faster by default). With backwards skating it boosts the standard accel rate by about 30% and adds the speed boost at about double normal rate up until a slightly lower threshold of 16kph. Of course everything is adjustable as needed, values can be shown using (/sprintfix show) or (/sprintfix gshow) for Goaltender values. Things can be adjusted with (/sprintfix set) and (gset) respectively. I believe everything here either overwrites or is compatible with Competitive Tweaks. The initial values are mainly balanced around the use of ruleset offsides, to allow skaters to regain speed quickly if they may have been stopped at the blue line waiting for zone entry.
