Gloomy Weather - No Rain No Storms

What this does: Modifies the weather to skew more towards Overcast or Fog, while still allowing (albeit rarely) Clear and Cloudy. I have opted to remove Rain and Storms, for two reasons: I dislike the way you look when wet, and for the performance benefit.

Details: Rain and Storms have been given a 0% chance. Clear and Cloudy have been each been given a 10% chance. The remaining 80% is distributed between Overcast, Fog, and Snow depending on the region. If the region normally would favor Fog over Overcast, that has not changed, and vice versa. You will just see these weathers more often. If the region allowed for Snow, I made that the highest chance. The end result (hopefully) is you will see Overcast, Fog, and Snow much more often, while still allowing for the rare Clear or Cloudy.

Installation: Extract the archive into "OblivionRemastered > Content > Dev > ObvData > Data". Open "Plugins.txt" and add

"GloomyWeatherNoRainNoStorm.esp" at the bottom.
