Description
This mods adds logical ownership to random clutter, containers, and crops throughout public places Cyrodiil and the Shivering Isles. This means it is now a crime to take these items, which makes the game more difficult as there is less free stuff available.
Details
This mod was made by a rigorous process of filtering and cross-checking using xEdit and the Construction set. Therefore, I'm pretty confident in saying that no objects in the vanilla game have been missed. You shouldn't see any odd ownership inconsistencies (though, if you do, please report it so I can fix it).
In general, if there was a faction which could own the item, I favoured that; otherwise, I selected an appropriate NPC.
You will gain access to containers in the Arcane University and Arena District if you join the appropriate factions.
Installation
