A Friend's Goodbye - A Small Vilverin Quest Mod

Vilverin is one of the largest and most detailed Ayleid Ruins in the game. It already comes with a very nice story that unfolds as you explore the ruin, but in vanilla Oblivion, there's just no reason to go there in the first place. Furthermore, in Vilverin lies an ancient artifact that will trigger "The Collector" series of 3 quests, quests that send you to some of the most formidable Ayleid Ruins in Cyrodiil. In vanilla there's just no way to receive these quests organically, you have to trigger them by entering ruins by yourself until you find said artifact.

I like having role-play reasons to explore dungeons, not to just enter them "because they're there"; This is why I made this mod.

It adds a (very) small quest that will send you to hunt a rogue necromancer that escaped the imperial watch, and is now hiding in Vilverin. None of the story is mine; Everything was there in the game, I just added a reason for you to go find that necromancer.

To start the quest, talk to any Imperial Watch guard at the imperial city, after having a fame of at least 5.

(The quest will not trigger if you already killed the aforementioned necromancer, or don't have enough fame.)

Currently everything is working as it should except that THERE ARE NO VOICE LINES for the guards dialogue (so have subtitles on). This is because I currently have no idea how to generate them or how to add them to the mod. If anyone knows how to do this - I would very much appreciate any help!
