Not all inns in Cyrodiil and the Shivering Isles you can rent a bed but this will fix that. You can now rent a bed at Bleaker's Way Goodwill Inn in Bleaker's Way, The Flowing Bowl in Anvil, The Sleeping Mare in Pell's Gate and The Wastrel's Purse in Passwall.
