Description =========== Take a soul from Black Soul Gem and imprison it into a bottle. Shatter the bottle to release an angry ghost (activate the bottle with your weapon unsheathed to do it).
To start a quest go to the Cheydinhal Mages Guild facility and look in Falcar's bedroom for some clues.
