Adds a festival to bravil with paper lanterns, fireworks and music. Also adds magic mushrooms, deer bait, drunk visuals, new animations and a very atmospheric environment with lots of attention to AI Packages and scripting.

NPC behavior system rewritten (background quest script that controls wall leans, shopping and using bathrooms)

Install && PLAY
===============
========IMPORTANT IF YOU'RE UPDATING FROM v1. 0==================================
a) DELETE hazbravilfestival.esp and hazbravilfestival.bsa
b) LOAD savegame (it will say content missing, click yes) and leave bravil region
d) exit and follow steps below
=================================================================================
1. Extract HAZbravilfestival1_1.esp and HAZbravilfestival1_1.bsa to your Oblivion\Data\ folder.
2. Activate the data file HAZbravilfestival.esp
3. On the 25th of every month you will recieve a pop-up journal entry that tells you the festival has begun. You MUST be OUTSIDE bravil and the city limits of bravil in order for the festival to toggle-on (is has to do with loading stuff).
4. Enjoy the festival! There's lots of stuff to see and some of it is dependant on the time-of-day. Enjoy
5. If you're impatient, read the FOR IMPATIENT PEOPLE section at the bottom of this document.
IMPORTANT
You MUST be OUTSIDE bravil worldspace/bravil city limits in order for the festival to toggle on or off! Otherwise nothing will happen.

MINI-QUESTS:
Skooma Overdose: If you talk to Big Rig (the dark elf on the hay bail) he'll offer to do skooma with you. Follow him to the docks. If you keep encoraging him (activate\talking to him) he'll eventually overdose. If you find the nearest guard and tell them they will revive Big Rig who gives you the rest of the skooma and swears off it.
