With the "Always" option, there will always be a battle after warping into a system (Black Hole, Atlas Interface and Uncharted systems do not work!).
With the "More" option, these chances apply, based on conflict level:
1 star: 20%
2 stars: 30%
3 stars: 40%
Pirate: 50%
You must own a freighter in order to get pirate freighters to spawn.
You also must have set your Space Combat difficulty setting to at least "Minimal" (not "None").
