trade caps for max hp

special thanks to EPDGaffney for sorting out the code for me. it works perfectly now.

the mod does what the title says it does. 9 ranks, 10,000 caps per rank, 100 health at a time. talk into the intercom in doc mitchell's bedroom.

if you're like me, your biggest problem fighting big groups of hard enemies (besides the lack of full screen glow at low health) is getting one shotted by a death claw because your health pool is lower than it's damage. so now, at considerable cost, you can increase your max health. it's balanced so that you can't just cheat, but you can really benefit tremendously with effort. kinda like those implant perks sold by the new vegas clinic and the old world blues sink autodoc.

that was originally the idea, I was gonna put a computer in doc mitchell's bedroom, mushed into the corner, but that required making a custom nif or something, and this mod already strained the limits of my programming knowledge (absolutely none). so it's an intercom (formerly floating in mid air by the wall) connected to a naked npc vendor trapped in a box forced to sit in a chair forever, waiting to take your caps he can never spend. oh yea, and he does have a barter inventory with 8000 caps so you can sell him a few things for extra money. I also gave him a stash of ammo and items to sell, but it never seems to show up in his inventory. it's in his barter safe so I dunno.
