Vvardenfell Distribution - Creatures and Leveled Lists

As I'm sure many of you know, Morrowind is a game that, while rich in experiences, content and aesthetics, can be somewhat lacking in the variety department when it comes to creatures or gear. Medium Armor has a bare handful of sets, with the best two either coming as a "set" of three items or making Level 25 guards chase you on sight, and that's just the tip of the iceberg. This project of mine, beginning with this set of leveled list and creature edits, is the first and most important part of my new project to utilize all of this fabulous work done by the OAAB and TD contributors and authors to make Vvardenfell, where it all began, feel a lot more varied visually and mechanically, to provide a less jarring disconnect between newlands mods and the vanilla experience, without getting in the way of the vanilla experience's own charm.

This first mod has no overhauls of dungeons or NPCs, and only a handful of edits to things such as creatures, in order to minimize potential conflicts - each later entry in this series of mods will focus on changes to primarily NPCs of each of Vvardenfell's distinct regions, or settlements, with avoiding conflicts being a primary focus of the work, as well as minimizing aesthetic changes to locations - this is not an OAAB overhaul to specific dungeons' construction or appearance (and in fact, I've been careful to avoid conflicting with those such mods with my gear or statistic changes).
