Joki's Magicka Regeneration

"Joki's Magicka Regeneration" adds a simple magicka regeneration system to Morrowind, that accounts for the Atronach sign's stunted magicka.

What the mod does: you regen one point of magicka every second, and the Atronach drains one point of magicka every second (also the Apprentice sign gives you a chance to  regenerate 2 every second).

How I did it: every race now has "Magicka Regeneration" as a passive ability, which restores one magicka every second, and Atronach drains one pont of magicka every second. (I've tested it. It works properly. The drain effect just nullifies the regen.)

Eventualy, I want it to be based on Willpower and fatigue percent and for the rate at which you regenerate to be a bit lower. Please give feedback so I can improve my mod.
