Mostly uses custom voicefiles chopped from the original recordings.

You can tweak the chance of these sounds triggering in the LUA Mod menu - by default its set to 100%.
Does not affect trainers.

What's the difference between this and your mod Great Service?
Great Service means an NPC will say something like. "Welcome outlander, take your time with my wares.'
It's a deal means after clicking Goodbye, they will same something like 'A fair price.'
They can be used together.
