Hostile NPCs and creatures' health, magic, and fatigue are reset to full when you enter interior cells.
No longer can you wear down enemies in dungeons, exit, rest, and come back to finish off damaged opponents, now they will be well rested.
Gear does not reset and dead actors stay dead, unless they're supposed to respawn then they will do so by normal means.
